In fact, the original plan was to market the movie (temporarily titled Skulls) as an original story up to a certain point close to its release. The Rock is a Thrown Weapon in Streets of Rogue which, despite being seemingly useless, is in-fact very useful. Seriously, you'd be surprised how many uses this has."
